Re-Thinking Enterprise IT Governance at CMS (Centers for Medicare and Medicaid Services)

At CMS, we are piloting a cadence-based governance review process to replace their phase-based gate review process. The cadence-based review process aligns with the PI planning cadence, taking outputs from the Inspect and Adapt workshop and inputs from PI planning to the oversight board to minimize burden on the Program, while allowing the program to leverage the feedback and guidance from the Governance Board in PI planning. Another major aspect of this approach is implementing a “Liaison” with the governance board to provide rapid feedback cycles and facilitate the decoupling of the governance reviews from the team’s deployment/release cycle.
